IPS officer moves HC against Govt

A Rajasthan cadre IPS officer of the rank of Deputy Inspector General has moved the Delhi High Court against the Union Government alleging that its nomination procedure for police officers to the United Nations Civilian Police (UNCIVPOL) is "unfair" and "arbitrary". 
Contending that the Government is duty bound to act fairly and select officers in the order of merit and not arbitrarily, the IPS officer alleged that officials lower in rank to him were being selected without giving any reason for such decisions even when he had appeared in and cleared all the tests set by the Government for selection to UNCIVPOL. 
He also contended that he was also ignored for other UN missions and his various representations to the Government went unheeded. 
The court issued notice to the Central Government and sought its response on the plea and listed the matter for further hearing on July 5.
