Modi governance: Beneath all the hullabaloo…

When India voted for Narendra Modi, the people and India Inc saw in him a game changer – someone who can lift the nation from policy “paralysis” that it found itself stuck during the UPA regime. The new Government did not let down the people and Indian industry and announced its intention to bring in big-bang reforms and ambitious projects like building smart cities, uninterrupted power supply to all households in the next five years, breaking the policy logjam for the corporate world and so on.  Now seven months down the line, just a few policy reform initiatives seem to have been taken at the actual ground level. Bureaucracy Today had sent RTI applications to all Union Ministries seeking information of all the policy proposals initiated by them and all their departments concerned during the period between June 1, 2014 and October 30, 2014. However, the RTI replies received by us puncture the hype and hoopla surrounding the big-ticket policy reform announcements of the Government. The RTI replies say that there have been new policy initiations in only about 10 percent of the departments. Our Cover Story mirrors the slow pace of working of the administration in bringing new policies or amending the old ones, the lack of which is seen as an impediment in the socio-economic growth of India. We admit that it is too early to make any comment on the Government’s effort to change the country’s wheel of fortune but experts say that the delay in taking action related to policy reforms can lead to a major disappointment for industry and credibility loss for the Government. However, in saying so, we must realize that neither a change can be brought overnight nor a single man can change the nation.
